Hopewell Treasurer Shannon Foskey Arrested for Forgery, Fraud

Hopewell, VA (WRIC) – Virginia State Police have arrested the Hopewell City Treasurer, Shannon Foskey, on multiple felony charges, including forgery and computer fraud.

According to the Virginia State Police Bureau of Criminal Investigation’s Richmond Field Office, 39-year-old Foskey, a Hopewell resident, has been charged with the following felonies:

  • Forgery of public records
  • Using a computer as an instrument of forgery
  • Computer fraud
  • Disabling computer software

State police confirmed that Foskey was released from Riverside Regional Jail on an unsecured bond after the arrest.

In response to an email inquiry, a Hopewell spokesperson stated, “The City Treasurer is a constitutional officer and does not report to the City Manager; therefore, the City has no comments.”
