Former Maryland State Employee Pleads Guilty to $63,000 Insurance Fraud Scheme

Racquel Britt Davis, 51, faces felony theft charges for submitting fraudulent AFLAC disability claims

BALTIMORE – Attorney General Anthony G. Brown announced that Racquel Britt Davis, 51, of Baltimore, Maryland, has pleaded guilty to a felony theft scheme involving fraudulent insurance claims. Davis is accused of stealing approximately $63,898.33 from American Family Life Assurance Company of Columbus (AFLAC) by submitting 18 false short-term disability claims between October 2017 and September 2020.

Davis claimed to be unable to work at her job with the Maryland Department of Public Safety and Correctional Services due to medical disabilities, submitting forged and altered documentation from various physicians to support her false claims. However, an investigation by the Maryland Office of the Attorney General and the Maryland Insurance Administration determined that Davis had never sought medical treatment for the disabling conditions she claimed, and she was not excused from work during the alleged disability periods.

Davis will be sentenced on February 6, 2025, and is required to pay restitution to AFLAC for the amount stolen.

Attorney General Brown thanked the Criminal Division, including the Fraud and Corruption Unit, as well as the Maryland Insurance Administration Fraud and Enforcement Unit for their work in bringing this case to justice. He also acknowledged the assistance of State’s Attorney for Baltimore County, Scott Shellenberger, in the prosecution.
