EPD Supervisors William and Stacy Shirley Charged with Fraud

EVANSVILLE, IN — Two high-ranking supervisors in the Evansville Police Department have been arrested and charged in an ongoing criminal investigation involving off-duty employment fraud.

According to Police Chief Philip Smith, the investigation began in late April after another officer came forward with concerns that Sgt. William Shirley and his wife Lt. Stacy Shirley were getting paid for off-duty work at the Evansville Housing Authority (EHA) that they did not perform. William was reportedly responsible for scheduling officers at EHA.

Investigators quickly uncovered discrepancies in the hours submitted for payment. GPS tracking and surveillance revealed that Stacy frequently left her EPD shift early without submitting time-off requests and was not present at her claimed off-duty locations.

On May 16, both officers were placed on paid administrative leave. As the investigation continued, Stacy’s cell phone was seized, revealing GPS data and text messages that contradicted submitted logs and showed the couple had conspired to falsify time sheets.

Authorities say William submitted fraudulent invoices totaling $16,200 for off-duty security work at Fulton Square and Caldwell properties. He claimed 180 hours at Caldwell and 144 hours at Fulton Square. However, location data and other evidence confirmed those hours were fabricated.

The Evansville Housing Authority wasn’t the only victim. The Shirleys allegedly defrauded Dillard’s Department Store, where they both held off-duty jobs. Investigators found Stacy was clocked in for EPD duties while William clocked her in at Dillard’s, where she managed scheduling.

Arrest warrants were issued, and the Shirleys turned themselves in before being booked into the Vanderburgh County Jail. They have since bonded out and appeared in court on Tuesday.

They are now on unpaid administrative leave, and the Evansville Police Merit Commission will determine the future of their employment. William served as the 2nd Shift Motor Patrol Supervisor, while Stacy led the Juvenile Investigations Division.
